On January 7 Kevin Otto "Dredd" Jean, 34, was arrested and charged with three counts of aggravated child abuse after taking an unidentified item hot enough to burn, and placing it on the genitals of three girls at a Day's Inn in Panama City Beach.
According to the affidavit filed, Jean "willfully tortured, maliciously punished the children," and "knowingly and willfully committed child abuse." The affidavit indicates that Jean caused permanent disfigurement to the girls.
Police reported that the girls had been "struck, punched, bit and burned" and required treatment at a local hospital. They are recovering.
Jean made his first appearance in court on January 8 where his bond was set at more than $5 million.
In addition to the three counts of aggravated child abuse, which carry a bond of $1 million for each count, he was charged with sexual battery upon a child under 12 for which the bond was set at $2 million, and a charge of grand theft. The bond for the theft was set at $2,500.
The final charge against Jean at this time, for which there was no bond set, was failure to register as a convicted felon. Based on a court records search of Bay County, it is not clear what that felony conviction was.
He remains in custody at the Bay County Jail.
His next court date is set for February 22, 2021.
The matter remains under investigation and due to the fact that the victims are minors, law enforcement is not releasing more information at this time.
