Logan, Ohio: Detectives with the Hocking County Sheriff's Office served a search warrant on Sunday, September 18 as a part of a sexual assault investigation.
Prior to investigators entering the residence 38-year-old Franklin "TJ" Varney and 25-year-old Megan Smith fled the home.
Inside, law enforcement located a 3-year-old child inside of a bug-filled cage with soiled bedding and a cup of spoiled milk. The cage was secured with zip-ties.
Another child, 2, was located walking around the residence with a methamphetamine pipe in hand.
The two children were taken into emergency custody and transferred into foster care through South Central Ohio Job and Family Services.
61-year-old Ella Webb, who is the grandmother of the children and has custody of them, was arrested and charged with endangering children. During her initial appearance in Hocking County Municipal Court, she entered a plea of not-guilty and her bond was set at $200,000.
Yesterday, Varney and Smith were apprehended after a foot pursuit through the woods near their residence.
Varney and Smith have also been charged with endangering children.
According to a court record search, Varney has prior convictions on drug abuse charges and disorderly contact charges. He is scheduled to make his initial appearance on the child endangerment charge tomorrow at 10:30 am.
Smith additionally has a previous charge for possession to which she pled no contest. Her initial appearance is also scheduled for tomorrow at 10:30 am.
